El DIH tiene como objetivo principal proteger a los civiles y reducir el sufrimiento humano durante los conflictos armados. Esto es esencial para prevenir la escalada de la violencia y contribuir a la paz y la estabilidad.
El DIH establece reglas claras sobre el uso de la fuerza en conflictos armados, limitando la intensidad de los combates y promoviendo la búsqueda de soluciones pacíficas.
El principio de proporcionalidad del DIH garantiza que las acciones militares no sean excesivas en relación con los objetivos militares, lo que reduce la destrucción innecesaria y ayuda a mantener la estabilidad.
El DIH se entrelaza con el respeto a los derechos humanos. Garantizar que las partes en conflicto respeten los derechos fundamentales es fundamental para construir una paz sostenible.
El DIH incluye normas específicas para la protección de bienes civiles como hospitales, escuelas y lugares de culto, lo que es crucial para la estabilidad de las comunidades afectadas por conflictos. ABSTRACT: International Humanitarian Law (IHL) aims primarily to protect civilians and reduce human suffering during armed conflicts. This is essential to prevent the escalation of violence and to contribute to peace and stability. IHL establishes clear rules regarding the use of force in armed conflicts, limiting the intensity of combat and promoting the pursuit of peaceful solutions. The principle of proportionality in IHL ensures that military actions are not excessive in relation to military objectives, thereby reducing unnecessary destruction and helping to maintain stability. IHL is intertwined with respect for human rights. Ensuring that parties in conflict respect fundamental rights is crucial for building sustainable peace. IHL includes specific norms for the protection of civilian property such as hospitals, schools, and places of worship, which are vital for the stability of communities affected by conflicts. It also promotes the humanization of war by prohibiting inhumane practices such as torture and cruel treatment, which helps prevent reprisals and ongoing conflicts. Often, IHL becomes a key component in peace processes, as it sets the terms and conditions under which hostilities are halted and negotiations begin.
