Formación de educadores en educación primaria ante la demanda del Ministerio de Educación Pública de Costa Rica.

Resumen
En este informe se da cuenta de la problemática causada por el faltante de docentes de primaria en los años de 1986 y 1987. El estudio cumple con los objetivos de clarificar cuál fue dicha demanda por parte de MEP y la respuesta de las tres universidades estatales (UCR, UNA y UNED), así como la revisión de los principios curriculares de estas tres instituciones. La investigación partió de una revisión bibliográfica y una entrevista a 35 funcionarios y una consulta a 28 personas en los diferentes campos que abarca el proceso. El estudio determinó que el aumento de la demanda se produjo como del crecimiento del aparato educativo, las desfavorables condiciones salariales y la tendencia significativa a la jubilación de los educadores. También queda en evidencia que los planes de estudios de la carrera de educación primaria en las tres universidades no tienen un enfoque curricular claro ni se elaboraron a partir de una investigación de diagnóstico que tomara en cuenta la realidad económica, social, histórica y cultural del país, de manera que se formularan un pronóstico, un perfil y una plataforma de intenciones educativas que orientara la programación de los cursos. El informe recomienda impulsar procesos de planificación permanentes, flexibles y pertinentes en relación con la demanda de educadores y la oferta de las universidades. Asimismo, se llama la atención sobre la importancia de un proceso de evaluación de los objetivos, los contenidos, los métodos y técnicas de la planificación.
ABSTRACT: In this report, the problems caused by the lack of primary teachers in the years 1986 and 1987 are reported. The study meets the objectives of clarifying the power of this demand by MEP and the response of the three direct universities (UCR, UNA and UNED), as well as the revision of the curricular principles of these three institutions. The research started from a bibliographic review and an interview with 35 officials and a consultation with 28 people in the different fields covered by the process. The study determined that the increase in demand occurred as the growth of the educational system, the unfavorable salary conditions and the significant retirement trend of educators. It is also evident that the curricula of the primary education career in the three universities do not have a clear curricular focus nor were they elaborated from a diagnostic investigation that takes into account the economic, social, historical and cultural reality of the country , so that a forecast, a profile and a platform of educational intentions are formulated that guide the programming of the courses. The report recommends promoting permanent, flexible and relevant planning processes in relation to the demand for educators and the supply of universities. Likewise, attention is drawn to the importance of a process for evaluating planning objectives, contents, methods and techniques.
