Bases teóricas y metodológicas para el Observatorio Temático de Educación Inclusiva en Costa Rica.

Abstract

El presente documento muestra una sistematización acerca de las líneas de investigación y acción prioritarias para la creación del Observatorio Nacional de Educación Inclusiva en Costa Rica (ONEI). Para ello el equipo de profesionales conformado por representantes de diversas instituciones vinculantes con la temática a nivel nacional, desarrollaron varias acciones metodológicas. En primera instancia el equipo indagó acerca de todos los observatorios relacionados con la educación que se encontraran en la web y codificó una serie de categorías en torno a la información que ofrecían estas instancias. Así mismo realiza una revisión bibliográfica con la que describe el origen de los observatorios, las acciones que realizan, los propósitos y metas que alcanzan, las características que debe tener un observatorio y las áreas de alcance que cubren. Ambas experiencias se contrastan con el fin de elaborar un análisis acerca de las nociones epistemológicas y conceptuales que dirigen los Observatorios de la Educación Inclusiva en América Latina. Con esto también, se identificaron las estrategias de comunicación que emplean estos observatorios con el fin de concatenar esta información con los intereses propios del ONEI. Posteriormente el equipo del ONEI se planteó establecer las temáticas de interés prioritarias a abordar para lo que desarrolla una investigación desde dos perspectivas, una cualitativa con la que el equipo define la misión, visión y valores que constituyen la identidad del ONEI, a partir de la aplicación de una serie de cuestionarios basados en aspectos de Mercadeo empresarial, partiendo de la visión de “The Golden Circle” de Simon Sinek (2009) que orienta preguntas de qué, cómo y por qué se justifica la existencia de una organización. Luego de elaborar los instrumentos y aplicarlos en torno a estas preguntas se logra una definición consensuada, reflexiva y discutida de la misión, visión y valores del ONEI. La segunda perspectiva de investigación que se utilizó fue de corte cuantitativo no experimental con el fin de contar con insumos descriptivos para fundamentar las nociones teóricas y metodológicas que orientaran la constitución del ONEI para gestionarse en el 2022. Para ello se aplicaron dos encuestas a familias y docentes de diversos niveles. Con este instrumento se definieron los espacios de acción posibles en los que debe desarrollarse el ONEI, la población meta a quien debe dirigir sus acciones, las funciones específicas que debe asumir y los temas de prioridad a los que debe dar seguimiento. Finalmente, el equipo de investigación realiza un análisis triangular tanto de la revisión documental acerca de los observatorios, como la construcción estratégica que realiza el grupo con las actividades metodológicas cualitativas, y los hallazgos obtenidos en los cuestionarios que se aplicaron a las poblaciones de familias y docentes. Como parte de los hallazgos se valora que la identidad estratégica del ONEI incluye a todos los ciclos humanos y la visión es coherente con los retos y vacíos identificados. En relación con la comunicación se encuentra que los diversos observatorios de América Latina tienen una presencia importante en páginas web, lo cual constituye un propósito importante para el ONEI, en el proceso de investigación se formuló un correo electrónico y una página de Facebook que mejoraron la divulgación e interacción con el contexto. En relación con los espacios de acción del ONEI, las poblaciones participantes coinciden en que los principales espacios se ubican a nivel nacional, institucional y comunitario. La población meta debe ser la educación pública antes que la privada. En relación con las funciones y temáticas, el ONEI se propone utilizar la investigación con el fin de articular el conocimiento y las buenas prácticas a nivel nacional e internacional de la educación inclusiva en el ámbito costarricense para favorecer en la toma de decisiones en los diferentes espacios educativos.

ABSTRACT: This document shows a systematization about the priority lines of research and action for the creation of the National Observatory of Inclusive Education in Costa Rica (ONEI). For this, the team of professionals made up of representatives of various institutions linked to the subject at the national level, developed several methodological actions. In the first instance, the team inquired about all the observatories related to education that were found on the web and coded a series of categories around the information obtained by these instances. Likewise, it carries out a bibliographic review with which it describes the origin of the observatories, the actions they carry out, the purposes and goals they reach, the characteristics that an observatory should have and the scope areas they cover. Both experiences are contrasted in order to elaborate an analysis about the epistemological and conceptual notions that direct the Observatories of Inclusive Education in Latin America. With this also, the communication strategies used by these observatories were identified in order to link this information with the ONEI's own interests. Subsequently, the ONEI team set out to establish the priority topics of interest to address, for which it develops an investigation from two perspectives, a qualitative one with which the team defines the mission, vision and which constitutes the identity of ONEI, based on the application of a series of questionnaires based on aspects of business marketing, based on the vision of "The Golden Circle" by Simon Sinek (2009) that guides questions of what, how and why the existence of an organization is justified. After developing the instruments and applying them around these questions, an agreed definition is achieved, reflection and discussion of the mission, vision and values ​​of ONEI. The second research perspective that was used was of a non-experimental quantitative nature in order to have descriptive inputs to support the theoretical and methodological notions that would guide the constitution of the ONEI to be managed in 2022. For this, two surveys were applied to families and teachers of various levels. With this instrument, the possible spaces of action in which the ONEI should be developed were defined, the target population to whom it should direct its actions, the specific functions that it should assume and the priority issues that it should follow up on. Finally, the research team performs a triangular analysis of both the documentary review about the observatories, as well as the strategic construction carried out by the group with the qualitative methodological activities, and the findings obtained in the questionnaires that were applied to the populations of families and teachers. As part of the findings, it is valued that the strategic identity of ONEI includes all human cycles and the vision is consistent with the challenges and gaps identified.
