Resumen : Este trabajo se propuso, en su objetivo general, desarrollar estrategias musicales en las instituciones de Educación Primaria de los circuitos 02, 05, 07 y 08 (periodo 2013 - 2014), y 03 y 07 (periodo 2015 - 2016) de la Dirección Regional de Cartago, a partir de los Derechos Humanos de la Niñez y los Programas de Estudio del Ministerio de Educación Pública. Este proyecto de investigación se relaciona con la implementación de derechos humanos de la niñez y estrategias musicales a partir de los Programas de Estudio de Educación Musical del Ministerio de Educación Pública. El proyecto se desarrolló en dos etapas: 2013 - 2014 y 2015 - 2016, y participaron docentes de Música de los circuitos 02, 03, 05, 07, 08 de I y II ciclo de la Educación General Básica, de la Dirección Regional de Cartago. Como parte de la metodología que se implementó, se llevó a cabo un diagnóstico, talleres, lecturas, análisis de documentos y observaciones en los centros educativos donde laboran los participantes; además de la creación y recopilación de materiales didácticos. El logro de esta investigación se puede evidenciar mediante algunos comentarios que externa la población docente participante al concluir el proceso: Es positiva la implantación de este tipo de talleres y sus contenidos. Aunque en ocasiones los tenemos y los haya visto desde las unidades, siempre es importante sentir el estímulo de estar en constante capacitación. Es una invitación a salirse de la zona de confort, a explorar nuevas estrategias de aprendizaje, a retomar contenidos olvidados, entre otros. Quizás sería bueno implementar actividades en los talleres en donde los mismos docentes participantes preparen una “clase” para los demás compañeros del taller. Es una especie de ambiente de experimentación y laboratorio, con colegas que te pueden dar una opinión crítica y realista. Es mejor experimentar con colegas que con estudiantes. Se podrían desarrollar planes piloto que se aplicarían en observaciones en los centros educativos. Es importante cómo la vida y la forma de mirarla puede cambiar al enfocarse en los Derechos Humanos y mejor aun cuando se mira desde nuestro trabajo. Fue excelente la manera en que fue motivado y visto el tema, la eficacia de las actividades musicales que se realizaron, la forma en que se usaron las informaciones de las diferentes instituciones. La planificación fue excelente, pues se mira el esfuerzo y la dedicación en la presentación de los folders y materiales brindados. Durante el desarrollo del proyecto fueron muchas cosas positivas que se pudieron aprender y conocer acerca de los Derechos Humanos de la niña y el niño, y cómo incluir estos derechos con actividades en el aula, que los estudiantes de la institución pudieron compartir. Realmente muchas cosas desconocía y ahora he aprendido un poco más. Como consecuencia, por las razones antes expuestas y de acuerdo con la información que arroja esta investigación, surge la necesidad de recomendar a la población docente en general, implementar estrategias musicales novedosas que permitan la integración con los Derechos Humanos de la Niñez. De esta manera se promueve la autonomía, la equidad, la igualdad de oportunidades, la participación, la educación de calidad, la creación y recreación, el desarrollo integral del niño y la niña, entre otros, y así al ubicar a la educación artística como parte de los derechos culturales, se marca su incidencia dentro de las políticas públicas de nuestro país.
ABSTRACT:This paper set out in its general objective to develop musical strategies en Primary Schools of circuits 02, 05, 07 and 08 (2013-2014 term), and 03 and 07 (2015-2016 term) of the Regional Department of Cartago based on the Human Rights of Children and Study Programs of the Ministry of Public Education. This research project is related to the implementation of human rights of children and musical strategies based on the Music Education Curricula of the Ministry of Education. The project was developed in two stages: 2013-2014 and 2015-2016, and music teachers from circuits 02, 03, 05, 07, 08 of I and II Cycle of the General Basic Education of the Regional Department of Cartago. As part of the implemented methodology, a diagnostics, workshops, lectures, document analysis and observation were carried out in schools where the participants work as well as the creation and compilation of didactic material. The achievement of this research can be seen in some comments that the participating teacher population gave at the end of the process: The implementation of this type of workshops and its contents is positive. Although they have occasionally taken place for teachers and included in the class units, it is always important to feel the stimulus of being in constant training. It is an invitation to get out of the comfort zone, to explore new learning strategies, and to resume contents that were left behind, among others. Perhaps it would be good to implement activities in workshops where the participating teachers prepare a "class" for their workshop peers. This is a type of experimental and research environment with colleagues that can give a critical and realistic opinion. It is better to experiment with colleagues than with students. Pilot plans could be developed that would be applied in observations at schools. It is important how life and the way they see it can change by focusing on human rights and even more so when its seen from the work place. The way in which the topic was encouraged and covered with was excellent, as well as the effectiveness of the musical activities, and the way in which the information of the different institutions was used. The planning was excellent because it dealt with the effort and dedication in the presentation of the folders and materials used. During the development of the project, there were many positive aspects about child Human Rights that were learned and talked about; in addition to sharing how to include these rights with activities in the classroom. Certainly, many aspects were unknown and until now they have been learned. As a result, considering the previously mentioned reasons and according to the information that this research generated, there is a need to recommend in general to the teaching population implement novel musical strategies that allow the integration with Child Human Rights. In this way, autonomy, equity, equal opportunities, participation, quality education, creation and recreation, the integral development of the child, among others, are promoted, and thus positioning art education as part of the cultural rights. It marks its impact within the public policies of our country.
