Política educativa vs determinismo de la agenda internacional en educación: región Centroamericana y República Dominicana.

Abstract

Este estudio tiene como objetivo generar formas de conocimiento alrededor de las políticas educativas de los países de América Central y República Dominicana a la luz de la agenda internacional en educación. Fue posible caracterizar la agenda internacional en educación para someterla a la reflexión mediante la plataforma virtual del Programa del Observatorio. Sin embargo, no fue posible estimular la participación de actores interesados sobre su aplicación en cada país objeto de estudio. Se establecieron los contactos con CLACSO a partir de la idea de crear un grupo de trabajo sobre educación. Fue posible concretar el proyecto denominado “Educación: acciones compensatorias y su impacto en el desarrollo individual y social”, pues las políticas compensatorias son parte de las propuestas de política educativa a nivel internacional. Se esperaba que la discusión al respecto constituyera un camino concreto para el análisis del determinismo de la agenda internacional en educación sobre los sistemas educativos. No obstante, este grupo de trabajo no fue aprobado por CLACSO y solo quedaron los contactos establecidos, los cuales, deben ser capitalizados mediante una nueva estrategia de promoción del Observatorio, por lo que hay que propiciar la participación del grupo al iniciar del año 2014. En vista de que no fue posible dinamizar la red de personas interesadas en el tema educativo mediante la plataforma del Observatorio, no fue posible la elaboración ni inscripción de un proyecto de investigación acorde con una dinámica reflexiva. Entre las consideraciones finales del estudio se mencionan las siguientes. Al depender este proyecto del cumplimiento de metas de otros dos proyectos de investigación, su vigencia se vio afectada, pues del todo, en el primer año no fue posible realizar ninguna de las actividades programadas. Se esperaba que para el año 2013 se pudiera concretar lo planeado, por lo que no se realizó ningún ajuste al inicio de este año, se estimó factible su ejecución tal y como se visualizó inicialmente. Los dos proyectos previos requirieron de más tiempo para su concreción pues la creación de la plataforma virtual requirió del trabajo integrado de un gran equipo de investigadores e investigadoras, incluyendo un programador informático, un diseñador, un gestor de contenido y un equipo académico que generaba el contenido a ser ubicado en la plataforma. Esta dinámica, rica de por sí pues constituye un ejemplo exitoso de equipo de investigación, requirió de mucho más tiempo en razón de las múltiples obligaciones del equipo que en casi todos los casos no tenía tiempo asignado dentro de su carga laboral para su ejecución y de lo delicado del trabajo. El sitio virtual del Observatorio fue presentado a la comunidad académica nacional e internacional el día 4 de setiembre de 2013, acto al que asistieron académicos universitarios y personal del Ministerio de Educación Pública, además se transmitió la actividad mediante live streamming. Se realizó una ardua labor de divulgación por los medios de comunicación de la Universidad de Costa Rica, se utilizaron los medios virtuales disponibles (página web UCR e INIE, Facebook, correos electrónicos) para invitar a ser parte de la red del Observatorio; no obstante, el monitoreo del ingreso a la página web demostró una nula participación. Esta situación fue comentada por la coordinadora del Observatorio en una reunión con académicos de universidades latinoamericanas y europeas y se constató que esta situación se vive en otras latitudes planteándose como hipótesis la existencia de muchas redes de esta naturaleza y el escaso tiempo para ser parte de ellas.

ABSTRACT: This study aims to generate knowledge around the educational policies of the Central American countries and the Dominican Republic in the light of the international agenda on education. It was possible to characterize the international agenda in education in order to submit it for reflection through the virtual platform of the Observatory Program. Nevertheless, it was not possible to encourage the participation of stakeholders regarding their application in each country under study. Contacts were established with the Latin American Council of Social Sciences (CLACSO for its acronym in Spanish) with the idea of creating a working group on education. It was possible to settle on the project entitled: "Education: Compensatory Actions and their Impact on Individual and Social Development," since compensatory policies are part of the proposals for educational policy at an international level. The discussion on the subject was expected to build a concrete path for the analysis of the determinism of the international agenda in education on educational systems. However, this working group was not approved by CLACSO, and the established contacts were all that remained. These should be capitalized by means of a new promotion strategy of the Observatory, so it is necessary to encourage the participation of the group at the beginning of 2014. Given that it was not possible to revitalize the network of people interested on the educational topic through the platform of the Observatory, the elaboration or inscription of a research project in accordance with a reflective dynamic was not possible. Among the final considerations of the study, the following can be mentioned. Due to the fact that this project depends on the goal fulfillment of two other research projects, its validity was affected since in the first year it was not possible to do any of the programmed activities at all. The expectation was that for 2013 the plan could materialize, which is why no adjustment was made at the beginning of this year, the feasible execution was estimated as was initially visualized. The two previous projects required more time for their completion as the creation of the virtual platform required the integrated work of a large team of researchers and investigators, including a computer programmer, a designer, a content manager and an academic team that provided the content to be placed on the platform. This dynamic, rich in itself as a successful example of research team, required much more time because of the multiple obligations of the team who in almost all cases did not have time allocated within their workload for its execution and the delicate nature of the work. The virtual site of the Observatory was presented to the national and international academic community on September 4, 2013 in an event attended by university academics and staff of the Ministry of Public Education. In addition, the activity was transmitted through live streaming. There was hard work of dissemination by the media of the University of Costa Rica, available virtual media (UCR and INIE's website, Facebook, emails) were used to invite and to be part of the network of the Observatory. However, the monitoring of those accessing the website showed a null participation. This situation was commented by the Coordinator of the Observatory in a meeting with academics of Latin American and European universities, and it was found that this situation is lived in other latitudes considering as hypothesis the existence of many networks of this nature and the scarce time to be part of them.
