Revisión del modelo pedagógico que emplea los programas especiales del sistema nacional de educación musical. Ministerio de Cultura y juventud: con enfoque de derechos del niño, la niña y la población adolescente.

Abstract

La investigación plantea la importancia de la educación musical, como un derecho de la niñez y la adolescencia, y al mismo tiempo como una herramienta significativa para el logro de otros derechos humanos. El trabajo corresponde a estudios de casos con enfoque cualitativo en respuesta al problema de investigación intervención, y forma parte de la residencia práctica de la investigadora, perteneciente a la Maestría Profesional en Derechos Humanos de Niñez y Adolescencia. Dichos estudios se llevan a cabo en los proyectos Música con accesibilidad para todos de Moravia MAT, y Crecer con la música CCM de Santa Catalina de Pavas, pertenecientes al Sistema Nacional de Educación Musical SINEM. Para tal efecto se realiza una búsqueda a nivel nacional e internacional sobre tópicos similares, y se fundamenta a partir de los siguientes instrumentos en Derechos Humanos: la Convención de los Derechos del Niño, el Código de la Niñez y la Adolescencia, la Convención Internacional sobre los Derechos de las Personas con Discapacidad, la Política Nacional en Discapacidad 2011-2021, de los cuales se seleccionan los aspectos que se relacionan con el tema de interés de esta investigación. Al mismo tiempo, como parte del marco institucional se hace mención al Ministerio de Salud, y el Ministerio de Cultura y Juventud. La población participante la conforman las y los estudiantes de los proyectos antes mencionados, las madres, padres o personas encargadas de esos niños, niñas y adolescentes, así como también las docentes de los programas especiales del SINEM seleccionados y las docentes del CINAI donde se ubica dicho CCM. Dentro de las técnicas e instrumentos que se consideran necesarios para la recolección de datos se encuentran la observación no participante, el cuestionario, la entrevista, videos, elaboración de cuadros, dibujos, sesión de trabajo con docentes y revisión bibliográfica. Estos instrumentos facilitan la integración y la interpretación de los mismos, lo que permite triangular la información recabada. Entre las conclusiones de la investigación están las siguientes:

Como parte de las necesidades que se atienden de preferencia en el MAT de Moravia, a partir de las variables del instrumento de observación se encuentran las siguientes: afecto, respeto, tolerancia, estimulación de la sensibilidad, aprender y reproducir conductas realizadas por un modelo, estimulación de la memoria, percepción visual, auditiva y táctil, coordinación motriz fina y gruesa, y estimulación de los sentidos (oído, vista, tacto). Las necesidades que se atienden de preferencia en CCM de Santa Catalina de Pavas a partir de las variables del instrumento de observación corresponden a: bienestar consigo mismo y con el grupo, autoconfianza y autoestima, afecto, aprender y reproducir conductas realizadas por un modelo, y estimulación de la memoria. Los programas especiales MAT de Moravia y CCM de Santa Catalina de Pavas brindan oportunidades para que la población infantil y adolescente tenga acceso a actividades que les resulten de interés, y de esta manera colabora con la salud, el desarrollo físico, cognitivo y emocional de sus estudiantes.

ABSTRACT: The research highlights the importance of music education as a children and adolescent's right as well as an important tool to achieve other human rights. The work corresponds to case studies with a qualitative approach in response to the problem of intervention research, and it is a part of the researcher's practicum of the Professional Masters in Human Rights of Children and Adolescents. Said studies were carried out in the Music Projects Accessible for Everyone, MAT(for its acronym in Spanish) in Moravia, and Growing with Music, CCM (for its acronym in Spanish) of Santa Catalina in Pavas of the National System of Musical Education SINEM (for its acronym in Spanish). For this purpose, a search on similar topic was conducted at a national and international level, and it is based on the following Human Rights instruments: the Convention on the Rights of the Children, the Childhood and Adolescence Code, the International Convention on the Rights of Persons with Disabilities, the National Policy on Disability 2011-2021, of which aspects related to the topic of interest of this research are selected. At the same time, as part of the institutional framework, the Ministry of Health and the Ministry of Culture and Youth are referenced. The participant population is comprised of students of the previously mentioned projects, parents or guardians of the participating children and adolescents, as well teachers from the special programs of the SINEM and teachers from the CINAI where the CCM is located. Within the techniques and instruments that are considered necessary for the collection of data are the non-participant observation, the questionnaire, the interview, videos, making charts, drawings, work sessions with teachers and review of the literature. These instruments facilitate the integration and interpretation of information which allows for triangulation of information collected. The following are some of the conclusions of the research:

• As part of the needs that take preference in the Moravia MAT, the following are the variables of the instrument of observation: affection, respect, tolerance, sensitivity stimulation, learn and reproduce behaviors performed from a model, memory stimulation, visual hearing and touch perception, fine and gross motor coordination, and stimulation of the senses (hearing, sight, touch). • The needs that take preference in CCM of Santa Catalina, Pavas, based on the variables from the observation instrument are: well-being with oneself and with the group, self-confidence and self-esteem, affection, learn and reproduce behaviors performed by a model, and stimulation of the memory. • The special programs MAT in Moravia and CCM in Santa Catalina, Pavas provide opportunities for the population of children and adolescents to have access to activities they find interesting, and thus, contributes to students' health, and their physical, cognitive and emotional development.
