El Instituto de Investigación en Educación (INIE) de la Universidad de Costa Rica ejecuta desde el 2018 el proyecto de investigación 724-B8-518, el cual lleva por nombre Vínculo entre educación y el mercado laboral: ¿Bajo cuáles condiciones puede la Educación Técnica Vocacional y Profesional mejorar el ingreso de la población joven?: El caso de Costa Rica.
Dicho proyecto le ha permitido al INIE realizar importantes alianzas estratégicas con la Dirección de Educación Técnica y Capacidades Emprendedoras del Ministerio de Educación Pública (DETCE – MEP) y el Instituto Nacional de Aprendizaje (INA). Estas alianzas se han fundamentado en el trabajo de investigación conjunta y colaborativa en miras a generar resultados de investigación e insumos para las actividades de ambas instituciones, así como para la toma de decisiones. En el marco de estas alianzas, surge la labor de investigación denominada Sistematización histórica del Sistema Integrado Nacional de Educación Técnica para la Competitividad (SINETEC), la cual tiene como propósito valorar las acciones generadas por el SINETEC, con el fin de establecer fortalezas, oportunidades de mejora y recomendaciones para la reforma de dicho sistema.
Además, permite documentar y sistematizar la información y las experiencias de diferentes actores clave en relación con el SINETEC.
La investigación se ejecutó durante los meses de junio y julio del año 2020. Para recuperar información acerca del SINETEC, se elaboró un instrumento, mediante el cual se realizaron entrevistas a ocho personas involucradas en el funcionamiento del Sistema en diferentes periodos de tiempo. Posteriormente, se sistematizó y analizó la información recolectada. Los resultados de ese proceso se presentan en este documento.
Since 2018, the Institute for Research in Education (INIE) of the University of Costa Rica has been executing the research project 724-B8-518, which is called Link between education and the labor market: Under conditions can Technical Education Vocational and Professional Improve the Income of the Young Population ?: The Case of Costa Rica. This project has allowed INIE to make important strategic alliances with the Directorate of Technical Education and Entrepreneurial Capacities of the Ministry of Public Education (DETCE - MEP) and the National Institute of Learning (INA). These alliances have been based on joint and collaborative research work in order to generate research results and inputs for the activities of both institutions, as well as for decision-making. Within the framework of these alliances, the research work called Historical Systematization of the National Integrated System of Technical Education for Competitiveness (SINETEC) arises, which aims to assess the actions generated by SINETEC, in order to establish strengths, opportunities improvement and recommendations for the reform of said system. In addition, it allows documenting and systematizing the information and experiences of different key actors in relation to SINETEC. The investigation was carried out during the months of June and July 2020. To retrieve information about SINETEC, an instrument was developed, through which interviews were conducted with eight people involved in the operation of the System in different periods of time. Subsequently, the information collected was systematized and analyzed. The results of that process are presented in this document.
