El y la profesional en Orientación en las instituciones educativas de secundaria en el marco del Ministerio de Educación Pública: funciones definidas versus funciones asumidas.

Abstract

El propósito de esta investigación es hacer una comparación entre las funciones que debe realizar el grupo de profesionales en Orientación que labora en los colegios, de acuerdo con lo estipulado por la Dirección General del Servicio Civil (DGSC), con las que están asumiendo, producto de las demandas que les hace la comunidad educativa. El estudio se realiza desde el enfoque cualitativo, para recoger la información se utilizan las técnicas, documental y la de grupo focal. Se conocen, revisan y analizan diferentes documentos para identificar las funciones que se definen para el grupo de profesionales Orientación en el contexto del Ministerio de Educación pública (MEP). Para conocer sobre las funciones que cumplen en las instituciones educativas se desarrollaron 4 grupos focales en los cuales participaron 23 profesionales en Orientación de instituciones educativas de secundaria de la Dirección Regional de Educación de Desamparados. Las razones para seleccionar a este grupo de profesionales se deben a que en esta Dirección Regional se encuentran en colegios urbanos y rurales, además, están presentes diferentes modalidades. Para la selección de las personas participantes se contó con el criterio de la Asesora de Orientación de esta Dirección Regional partiendo de la disponibilidad horaria de cada una de estas y de la posibilidad de contar con ellas y ellos a partir del cronograma de trabajo de la Asesoría. Entre las conclusiones del estudio, se tiene que: • El grupo de profesionales en Orientación que labora en las instituciones educativas del tercer ciclo de Educación General Básica y Educación Diversificada cuentan con funciones definidas en el Manual de Puestos Docentes de la Dirección General del Servicio Civil. De igual manera el Departamento de Orientación Educativa y Vocacional todos los años emite las Orientaciones Técnico-Administrativas para operacionalizar el Servicio de Orientación a nivel Regional y Centro Educativo, donde se especifican los lineamientos para orientar técnicamente el trabajo del y la profesional en Orientación a partir de las diferentes poblaciones. • En el grupo de profesionales consultado, se encuentran orientadoras y orientadores que cumplen las funciones definidas para ellas y ellos como grupo profesional. También hay profesionales en Orienta ción que no las cumplen. • Entre las funciones definidas que son cumplidas por las personas profesionales consultadas, se encuentran, el realizar acompañamiento en procesos educativos, apoyar y guiar al personal docente y administrativo, mediar en distintos procesos, trabajar por el desarrollo integral del estudiantado, atender individualmente, brindar seguimiento por ausentismo o bajo rendimiento, activar protocolos cuando corresponde, referir cuando sea necesario y brindar atención al grupo de estudiantes, docentes, madres, padres y personas encargadas, además, algunas y algunos realizan la visita a hogares. • Entre las razones que dan las personas profesionales consultadas para no cumplir con las funciones definidas para ellas y ellos como orientadoras y orientadores de instituciones de secundaria mencionan las siguientes, confusión, desconocimiento o falta de claridad con respecto a la asignación de funciones y tareas, falta de tiempo, el desconocimiento de otras personas funcionarias de la institución de lo que debe realizar un Orientador o una Orientadora, la falta de espacio por la infraestructura de la institución, así como la falta de capacitación y asesoría, el escaso empoderamiento de las personas profesionales, la limitación de recursos disponibles y el escaso apoyo de la dirección y el contexto familiar.

ABSTRACT: The purpose of this research is to establish a comparison among the functions that the group of Guidance Counseling professionals which work in the schools must perform, in accordance with the provisions of the General Directorate of the Civil Service (DGSC), which they are assuming, product of the demands made by the educational community. The study is carried out from the qualitative approach, to gather the information of the techniques, documentary and the focus group are used. To know, to review and To analyze different documents to identify the functions that are defined for the group of Guidance Counseling professionals in the context of the Ministry of Public Education (MEP). In order to know about the functions that they require in the educational institutions, 4 focus groups were developed in which 23 professionals participated in Guidance Counseling of secondary educational institutions of the Regional Directorate of Education for the Homeless. The reasons for selecting this group of professionals, are due to the fact that in this Regional Directorate they are in urban and rural schools, in addition, different modalities are present. For the selection of the participants, there was a guidance of the Guidance Counseling of this Regional Directorate based on the schedule availability of each of these and the possibility of having them based on the work schedule of the Advisory . Among the conclusions of the study, it is necessary to: • The group of professionals in Guidance Counseling who works in the educational institutions of the third cycle of Basic General Education and Diversified Education has functions defined in the Manual of Teaching Positions of the General Directorate of the Civil Service . Similarly, the Department of Educational and Vocational Guidance every year emits the Technical-Administrative Orientations to operationalize the Regional Guidance Counseling Service and Educational Center, where the guidelines are technically specified to guide the work of the professionals from The different populations.

• In the group of professionals consulted, there are Guidance Cunselors who have the functions defined for them and for the professional group. There are also Guidance Councelling professionals who don't have them.

• Among the defined functions that are fulfilled by the professionals consulted, are, the accompaniment in educational processes, support and guide the teaching and administrative staff, mediate in different processes, to work for the integral development of the study, to attend individually, to provide absenteeism or poor performance monitoring, to activate protocols when appropriate, to consult when necessary , to provide attention to the group of students, teachers, mothers, parents and caregivers, in addition, in some cases to visit homes.

• Among the reasons given by the professionals consulted for not fulfilling the functions defined for them as guidance counselors of secondary institutions mentioned the following, confusion, ignorance or lack of clarity regarding the assignment of functions and tasks, lack of time, the ignorance of other officials of the institution of what a counselor should do, the lack of space for the infrastructure of the institution, as well as the lack of training and advice, the low empowerment of professionals, limited resources available and poor support from management and family context.
