ABSTRACT: The aim of this study is to design didactic guidelines to guide the literacy processes of the young and adult population of Costa Rica. The investigation was developed with items that theoretically considers applied research since all of data collection techniques resulted in a contribution to the practice or to the decision-making processes of literacy. The project conducted a review by first inquiring what material exists in libraries on the topic of literacy and the year of publication of each document found. From this, a summary table was done to determine the periodicity of publications related to the topic of literacy. To have a state where the population that is not literate is located, the population, the majority of this population, as well as other characteristics, that for the purposes of the study it is important to introduce in the research process, quantitative information was used to locate the people who are not literate in the national territory. The following data the collection techniques were used: document review, interview, questionnaire, non-participant observation of the teacher and the students. Teachers, the training coordination of the Costa Rican Institute of Radio Education (ICER for its acronym in Spanish), students in the literacy process are involved with this research. An additional aid is the perception of a group of advisers in adult education gathered in a Plan 200 course; this was collected by means of synthesizing the daily accounts that were given in relation to the topic of adult education in general, but the topic of literacy was dealt with which some of the participants carry out. Some of the conclusions of the research are the following: • The learning process of children or adults is going to be influenced by external factors that shape in different ways the personality and the ways to take on the challenges and needs that life presents. Beginning to read and write later in life is a challenge but it also carries a social burden. Being a certain age and not having attended school is for many a frustrating situation; this is definitely going to affect in terms of emotional and social learning. • The people that begin these literacy processes can sometimes have difficulty adapting to take on the academic responsibilities that are asked of them; this is likely due to the various commitments that must be meet. • Another of the factors that can be classified in this section is the fear of educational failure and being criticized by their fellow classmates, but also by their environment, family or society. • From a cognitive perspective, the ability to learn is different for each person, but it is usually associated with a previous process of preparation, which without doubt should be different to that applicable to children. In addition, students should be provided with clear information as to why this cognitive diagnosis is done; it is not just a matter of determining people's motor skills. Due to their life and work experience, they have developed this phase in greater or lesser degree. To detect and modify cognitive patterns, it is also a little difficult for this population.
